Non-accessible content we have identified:
1. Inconsistent heading hierarchy
- Heading levels may not follow a logical order on all pages (e.g., H2 → H4 → H3).
- This may make navigation with screen readers more difficult.

2. Empty headings
- There are heading tags in the HTML code that contain no content.
- These appear as unnecessary elements to screen reader users.

3. PDF documents are not accessible
- Some PDF documents on the site are not tagged, lack alternative text and do not have a defined reading order.
WCAG criteria: 1.1.1, 1.3.1, 2.4.2
4. Non-descriptive link texts
- There may be links such as “Read more” without a contextually clear target.
- This can hinder understanding when using a screen reader or when generating a list of links.

5. Insufficient contrast
- In some sections, the contrast between text and background does not meet accessibility requirements.
- For example, light text on a light background.
WCAG criterion: 1.4.3
6. Keyboard accessibility barriers
- Some menus and elements are not fully usable without a mouse.
WCAG criterion: 2.1.1
7. Missing form field labels
- Some form fields lack programmatically associated <label> tags.
WCAG criteria: 1.3.1, 3.3.2
